Abstract

이 글은 지난 십여 년간 확대된 임금불평등의 요인을 ‘결합노동시장지위’라는 계층모델을 통해 분석한다. 이 모델은 ‘세계화’, ‘유연화’, ‘노동운동’이 복합적으로 상호연쇄작용을 거치며 구조화되어온 과정을 이론화하며, 방법론적으로는 기존의 노동시장연구에서 각기 독립적으로 분석해온 세 변수 -‘기업/사업체규모’, ‘고용형태’, ‘노조 존재 여부’ -를 결합해 하나의 노동시장 지위 변수를 도출한다. 이 모델을 통해 경제활동부가조사(2004~2015년)임금 자료를 분석한 결과, ①세 개의 상이한 (결합)노동시장 계층의 존재를 확인했으며, 2008~2009년 금융위기를 거치며 비정규직의 계층 간 추락을 통해 새로운 계층화가 진행되고 있음을 발견했다. 특히, 세 계층 간의 그룹 내 임금격차는 별 변화가 없었음에 반해 그룹 간 임금격차가 급속도로 확대되었다. ②특히 나이, 교육과 같은 주요 인구학적 혹은 인적자원 변수들을 통제하고도 2004년, 12개 노동시장 지위의 최상층은 최하층에 비해 128% 더 높은 임금을 받았으며, 2015년에 이르면 그 차이는 161%로 벌어졌다. 세 계층으로 간소화된 결합노동시장 지위에서, (2004년 기준) 중층은 하층에 비해 52.1% 더 높은 임금을 받았고 상층은 하층에 비해 89.6% 더 높은 임금을 받았다. ③이러한 차이는 그 후 11년간 더욱 벌어지며, 중층은 하층에 비해 58.4%(6.3% 증가), 상층은 하층에 비해 110.6%(21% 증가)더 높은 임금을 받았다. ④이러한 결합노동시장 지위 간 격차를 고려한 상황에서도 성별 임금격차는 심각한 수준으로 벌어져 있을 뿐 아니라 지난 10여 년간 추가로 확대되어왔다. 특히, 근속년수를 비롯한 여타 주요 개인 간 격차를 모두 고려한 후에도, 상층여성은 (상층남성과의 심각한 격차는 말할 것 없이) 심지어 는 중층남성과 동일하거나 더 낮은 임금수준과 인상률을 감내하고 있었다. 이러한 발견들은, 지난 두 차례의 금융위기를 겪으며 구조화된 한국 사회의 경제적 불평등이 어느 한 요인이 아닌 다층적인 요인들이 상호 결합해 작용함으로써 형성되었으며, 비정규직의 확대와 노동운동이 (기업 규모 못지않게 혹은 기업 규모와 결합해) 20대 30대 50 사회의 구조화에 중요한 역할을 해왔음을 보여준다.

This study analyzes the sources of wage inequality for the last decade with a stratification model labeled ‘combined labor market status.’ This model theorizes the structuration processes by which globalization, flexibilization, and labor movements interact with each other. Methodologically, it combines three variables explored by students of labor market-firm size, the types of employment, and the presence of labor unions - , thereby coming up with a single labor market status variable. Analyses of 2004∼2015 surveys of economically active populations reveal that (1) with the second financial crisis (in 2008∼2009), three distinctive groups of income strata have emerged, and found that between-group inequality has rapidly increased; (2) Even after basic demographic factors (such as gender, education, and age) being controlled for, the highest stratus group received 128% higher wage than the lowest group gets in 2004, and the gap enlarged to 161% in 2015. In the simplified three status-group model, middle-status group received 52.1% higher wage than the bottom, while upper-class group received 89.6% higer wage than the bottom. The difference became even wider for the next 11 years, as upper-group increased the percentage gap up to 110.6% (21% increase), while the middle-group widened it to 58.4% (6.3% increase). (4) Even with consideration of the ‘combined labor market status,’ gender wage gap was substantial and further increased for the last decade. Upper class women - let alone the disparity with upper class men - showed a lower wage increase as well as a lower wage level than those of middle class men. Overall, the findings suggest that the structured economic inequality in Korean society since the last two financial crises has been shaped by multi-layered, combinational forces, and the spread of non-standard labor and labor movements have played crucial roles (no less than firm size) in shaping a ‘20 vs. 30 vs. 50’ society.
